E Brake Locked Up 200

I was driving home last night and all of the sudden there was a rumble in it the right rear. It felt like I was going over rumble strips. So I slowed down and then sped up and it seemed fine. As I got really close to me house it happened again. So I thought maybe it was the E brake and I went to pull and it went all the way up with no resistance so either the cable is broken or not adjusted right. I then got to my house and got out and it smelled like hot brakes really bad. I was wondering why they would lock up like that and how to fix it.
