heater hose connections reversed at engine firewall? 200 1986

I think that my heater hoses were hooked up wrong by the previous owner. The top connection goes goes behind the engine and along the passenger side of the engine and meets via a metal tube near the water pump. The bottom connection disappears under the intake manifold. Bentley and Haynes both show the tube meeting near the water pump as the heater return, but on the interior side of the firewall I have the top fitting connected to what should be the heater suppy (to the valve and on to the passenger side inlet of the heater core) and the bottom to the heater return. So, it appears that I need to reverse the connections on one side of the firewall. Which side do I have correct?

The heater symptoms are a valve that won't fully close at high rpm (it is a new scantech type) and when the heat is set to a low level the drivers side vents stay hotter than the passenger sidevents.
