Lower seatbelt reel removed from seat - now it's stuck and won't release the belt. Solution? 700 1991

Hello, my situation is the same as a few other posts: removed the driver's seat to fix the seat heater, including the lower seatbelt reel.

It takes in belt but is locks up when attempting to pull out any belt. As per the FAQ, I have tried to replicate the exact angle that it is at when attached, but no luck getting it to release.

Now there isn't enough belt length to attach it at all. There also appears to be no way to open the mechanism's cover to release it. This almost seems like some cruel joke by a seabelt designer.

Ideas?
