Gentle rolling power surges 140-160

Hey folks, I am new at the forum stuff but have a jewel of a 71 142e since 1976. I am now making it a daily driver, after semi retirement in 1985.
The engine idles well, but will stutter a little a low speeds, more so at higher rpms under load. At 3-4000 RPMs there is enough of a gentle two second cycling surge in the power. The dwell is set at 59 with new points, plugs,cap and rotor. This doesn't seem similar to ignition issues with missing plug fire.
I suspected FI contacts that might be loose, going through and snugging them up sometimes help for a little while, but the surging comes back. I have not yet done continuity tests yet on the harness, but unless anyone can give me other causes to consider, that is my next step to look for broken wires.
Another angle i was thinking is the throttle body switch is out of adjustment or failing. i replaced it 2o years ago and I cannot remember failure symptoms. Has anyone seen a similar problem with the TBS?
