feels like my car has abs when braking 200 1989

at high speeds (40+mph). it's like a very low grumble, or maybe it's more of a grumbling feeling. I don't know if it's from the engine or from the front brakes. there's really no vibration. it's hard to describe. brake fluid is fine. no brake squealing. it's more pronounced when the braking is applied hard and at a high speed to slow down or come to a stop.
