245 Turbo - How do I set the CO ? !!! 200 1984

Help Anyone ?!

(Just purhcased) My (2nd) 245 intercooled turbo (B21FT) failed its smog test, 8x limit CO and 2x-3x- HC, Nox was fine. CO/mixture adjusting screw on fuel distributor has been "played" with. Idles rough, missing, mileage is abysmal,
I had just replaced O2 sensor, cap/rotor/plugs/wires, cleaned crankcase breather. How do I adjust the CO% to get it back in to acceptable range ?
range = ? (believe it is less than <1.0)
