Hard starting on cold mornings 200 1988

Started and ran fine when warm. Doesn't want to start on recent cold mornings. Once started, runs fine. Over Thanksgiving a trip thru the mountainous Pa. turnpike weighed down it gave me 23 mpg so that seems to indicate it was running well. Plugs, rotor, cap & wires are relatively new. The battery is new.
It turns over fine but does not guite start. Coil? (I've had 2 go bad in other 240's). O2 sensor? Should I unplug the AMM and test? Any ideas appreciated.
