What does it mean when all dash warning lights are on and don't go off? 700 1991

My wife was driving the 1991 740 turbo wagon home from work today and all of the dash warning lights illuminated and refuse to go off. Check envine, bulb failure, charging, etc are all illuminated. Restarting the car has had no effect...does this point to a specific problem? Thanks in advance, Mark
