what's the difference - accumulator with and w/o third small hose barb? 200 1980

i really can't find any description of the accumulator with the third small hose on the tail and it's purpose. I'm having a no start problem and have been working my way back to the tank, being puzzled by the extra hose. is fuel supposed to be present at this hose? TIA
