cold start problems 200

I have an 89 240 that wont start when very cold. I stay off the gas when starting. If I dont get it on the first try it floods out and wont start unless I let it sit for hours. If I'm lucky I'll get it on the first try. I replaced cool temp sensor and had no effect. My gas pedal sticks when cold but dont think this has anything to do with my start problem. Where do I look from here. I did fuel filter 11/2 yrs ago. Anyone had this problem It's driving me batty. Thanks Phil
