Heater Works, Defrost Dosn't 200 1976

There is heat that comes out, but when I turn on the defrost, it seems to leave a slight film on the window that dosn't clear up. If I turn the heat on full blast with no windows cracked at all, the front begins to unthaw...any ideas?
