What is that grinding noise? 200 1979

hi
at low speed (i would say <20km/h) there is a loud grinding noise like a muffler draggin along the ground howvere ive worked out that its my right rear brake disc which is being grinded. initially the grinding was confined to braking but its started up on accelration as well. the other thing i would like to add, is that the grinding started on a road trip in which the boot was fully loaded (and the rear of the car still looks a bit low... looks good tho)and also, a few days before the trip i also got new tyres with a wheel balance

hope someone can diagnose my problem with the info given
