Stop the noise (vibration under dash) 700 1988

I have had and intermittent vibration under the dash of my 88 745 that only occurs at speeds of 60 mph or higher. I checked the FAQ and it was suggested that the weather strip on the windshield was the culprit. The last time I was driving out of town the noise started so I followed the advice in the FAQ and put a piece of tape across the strip and the noise stopped. Well when I was traveling last weekend the noise started back with the same tape in place. So I removed said weather strip and the noise did not stop. I did notice that the noise would stop if I cycled the wipers. When I arrived at my location I removed the plastic wiper motor cover in hopes that it was the culprit. This did not solve the problem. I have looked under the dash to try and find the noise but to no avail. The noise is so loud that you have to raise your voice to speak Does any one have a suggestion as to where I should next?
