740 noise unknown origin 700 1990

There is a whiring noise coming from the engine compartment or from under the console. Mostly when I slow the car down but sometimes when I am traveling at high speeds. It is sometimes accompanied by some vibration and hissing. It seems to do this only in colder weather. It did this before and now after I had all the belts replaced. Any ideas? Thanks.
