Powersteering tray? 200 1989

What would someone mean by "power steering tray"? I found a listing for an '89 245 that claimed it was all good except the dealer told them it needed a "power steering tray" which would cost about $800 and it is missing "some" trim.

I thought they might mean power steering rack but $800 might be low for a dealer doing that job.
