wagon wiper motor 700 1990

I replaced the rear wiper motor, checked to make sure the arm moved freely, and tried it. It moved an inch and doesn't work at all. Fuse OK. The garage suggested a short at the tailgate hinge. Any ideas? Did I burn out this new motor?
