Idle problem 700 1988

I just bought an 88 740 turbo and I need to have it emissions tested in order to transfer the title, but I'm having problems with the idle speed. It's fine when the car is idling while in gear, (at around 1000 rpm), but if it's in neutral or park the idle goes up to around 1700. It needs to be below 1100 to have it tested. I don't have a lot of mechanical knowledge - but have done some very basic car stuff - is there a screw to adjust the idle and can someone lead me to it? Thanks!
