before Fuel Pump declared dead... 700

86 740Turbo, I have followed the FAQ diagnostic test, pulling fuses, jumpers, relay wiggle, etc. But still no fuel pump running noise before cranking. I hear the in tank pump run with the jumper test, pull #11 fuse=it stops, pull #1 fuse=it stops. Tried to start with jumper, zilch. The test does not run main fuel pump, no audible sound at all. Are there any other electrical stages that are to be checked, before pump is declared toast? I even tried giving the connections to the pump at twist, nothing...
