86 240 sedan 175,000

I've been experiencing a dimming of the lights in the instrument cluster
(the overhead white lights).
They will do this for a while and then brighten up again.
Seems like a wiring issue but where to look, any ideas?

The car just had the battery checked along with the alternator and all was in good shape.
