I think I know why my car will not start 200

I have a 240 1985. I took the wire harness off to fix some wires that were without insulation. I try to start the car and it will not start. The fuel pump relay doesnt click on. So I took the cover off to check the relay. The one on the left doesnt turn on. The one on the right doesnt turn on when you crank the car. So, I push the one on the left side to turn on and it blows the 25 amp fuse next to the fender up. Is there a wire I dont have connected right or did I cross a wire when I fixed the harness. I cut one wire at a time to make sure I didnt connect the wire to the wrong connector. I think I might of connected a wire wrong. I Dont know.
