Lack of Power 700

I have a '89 5 spd turbo and occasionally lately there just doesn't seem to be any power at all when starting up. The turbo gauge shows very little manifold vacuum and the car just crawls along. It does eventually pick up speed and seems to behave normally when the turbo kicks in but the "non turbo" acceleration is definitely not there sometimes. The pre pump is only a year old. Could the main pump be going out?? Or could this be caused by a bad throttle position switch?
