Turbo Gage on dash question 700 1987

Volvoists,

Does the Turbo Performance gage on the dash indicate vacuum or pressure or a differential between the two ?

I remember when my car used to run right and the Turbo gage used to be at about 7o'clock when the car was at idle. It has not been that way for quite a while now.

Would it be a pressure related issue or a vacuum related issue that would cause the gage to never be at normal operational position when the car is idling ? I know that when the car is off, the gage rests at 12 o'clock.
