alternator regulator question 700

My charging system is bouncing between 11.8 volts and 14.4. The 11.8 times have been getting longer thruout the day. I've taken the reading at the positive side of the alternator.

Would a bad regulator cause this...I'm not sure because I thought when they went I'd have high spiking voltage, not dropping voltage.

If it is the voltage regulator...is there any soldering involved or just swap a new one in?
