o2 sensor, how to diagnose 200

my car hesitates at times, almost always shortly before startup, no matter if its warm or cold outside... and when accelerating it seems to surge a bit... i read somewhere that this may be the o2 sensor..is that correct? i've been told that when it goes out you'll lose gas milage and your car will run like crap, but this is the first time i've heard about the hesitations and surging related to the sensor..
