Sudden engine death syndrome, part II - how fast should distributor spin? 200 1985

My '85 240 DL sedan lost power on a cold (ca. 5F) night after driving about 3 miles, and I couldn't get it to start (starter motor went, but couldn't get engine to run).

To test timing belt function, I followed advice to take off the distributor cap and see if the rotor spins when the starter is cranked. It does, but it surprised me that it looks slow -- maybe 50-100 rpm. Shouldn't it be faster?
