Is a Volvo Mechanic necessary? 700 1991

How important is a trained Volvo mechanic for maintenance and/or typical repairs?

Can places like Pep Boys, Midas, etc. do a decent job for check engine lights, tune-ups, transmission service, timing belt, shocks/struts?

If not, what should I look for in an independent Volvo mechanic?

I'm reluctant to take a 14 year-old car in to the dealer... My apologies if this has been discussed before.
