Still No Cranking 93 945T; Charged Battery; NSS?

During the first drive after an engine swap, the car died. I forgot to install the voltage regulator in the alternator, and the battery ran down. The car would not restart. I charged the battery and it has 12.6+ volts. It still won't crank. The codes for OBD ports 2 and 6 come up 1-1-1. Fuse number 1 is good. The only thing I can think of is the NSS.

Where is the NSS, how does one get to it, and is there any way of testing it?
