Handbrake question 700 1989

Hi everyone

Car's handbrake shoes are original. Yesterday I had to park my car on a steep lane bout 45 degrees, nose down and I can't get the car to park using the handbrake. I pulled the lever wap up till max but the car still kept creeping forward. Had to engage P first then the handbrake. I don't like using P first as I find it a bit stiff trying to disengage later.

Anyway I checked the handbrake on level ground and I got 3 clicks which according to haynes should be within 3 to 5.

Am I expecting too much from the handbrake to hold the car on a steep incline? Does this signify the shoes are worn? I can't find anyone having had the same problem in the archive. And I don't think I can tighten the cable any further.

I haven't check the shoes themselves yet as I don't have the proper tools to remove the rear disc. I'm hoping for some advice first.

Any opinions appreciated. Thanks
