Water water everywhere...rain...emergency 200 1992

This is not a/c condensation. Last night we got one-two inches of rain. On both the passenger side AND driver side water soaked the floor. There must have been a gallon in the plastic floor mat (which is cupped thank god). Underneath is water too. I pulled the fuse panel off and it looked like there was a waterfall flowing down the fuses. What the heck is this?!? Where do I even begin? I just bought this car a couple months ago and aside from absorbing rain it is great. Please help. I can't find any posts from people with this severe of a problem. This is a 92 240 wagon.
