Vibration at 45 mph, but balanced tires... 200 1989

Hi all,

I get this pretty noticeable vibration around 45 mph. When I had some other work done, I asked my mechanic to also rotate and balance the tires. I still have the vibration and it still seems to be coming from the front, maybe front passanger side. If he actually did rotate and balance, and it's not the tires, what else could it be?
