winter fuel mileage.. i live in the northeast (long island, ny).... 700 1990

...and even though i just installed new plugs and checked for proper gap, my mileage seems to be just about 20mpg. pretty sure it was closer to 24 in the warmer months. i think something is added to gas around here in the winter, if so could it be affecting mileage. any inputs appreciated.
