89 240 wagon left tail lite

the left tail lite stop & running bulb does not work,right side is fine.the bulb is new the bulb holder is clean seems to be making a good connection,the contacts on the tail lite are also clean,and the running lite wire has 12 volts still no lite.any sugestions on where to check.thanks
