Windshield wiper up and died 1800

As I was driving to a local meet Saturday it began to rain. Normally this isn't too big of a problem. Turn on the wipers and soak up the water that leaks in as best I can. Unfortunately, my driver's side wiper decided that it no longer felt compelled to do its job. I figured I would just ask for a handy fix at the meet. When I got there it appeared that it was canceled due to rain. Figures. :-)

I get home and take a look at the wiper. The splined (well, sort of, it looks pretty worn down) dowel appeared to be operating correctly. However, the wiper arm assembly just wouldn't "hook up". It sort of sticks up at an odd angle and does not feel like it clicks onto the drive like it should. I do not know if I am missing some sort of collar or something that goes in there. Any ideas would be appreciated.
