front sway bar installation 900 1995

What is with this "preloading" of the front bars described in the FAQs? The IPD instructions call for raising the suspension only if you have trouble getting the top nut on the endlink. Not the case on this car. The endlink is high enough for the nut to go on easily. Also, any suggestions for torque on the brackets for the bar? The car is a '95 945T. I am about to tighten things up and lower the front end, and I didn't "preload" it; just followed the IPD instructions. Any thoughts/observations appreciated. Thanks.
