dash lights fuse burns 900

Fuse for dash lights burns as soon as lights are turned on. Sometimes Idle fluctuates at same time. Idle speed pulses intermittently at stop. Is the idle motor on the same circuit? Is there possibly a ground issue somewhere? Do 940's have the same wire harness insulation issue as older 240's, example is the old 240 wire harness at the firewall the insulation crumpled off leaving exposed wires. I’ve only owned the car a couple of months. The other owner said fuse 21 burned periodically but he’d just replace it. I found the same thing but now it burns as soon as the lights are turned on. Also the idle pulses when this happens leading me to believe there’s a connection with the idle motor. Where is the idle motor? What circuit is it on? The circuit that burns is # 21 which lists: instrument/panel lights, license plate lamps, LH POS., and tail lamps. What is LH POS.? The car has a problem burning tail lights, t/s, running and stop lights…all of them. Do 940 have that silly thin circuit panel in the taillight assemblies? Someone mentioned the dome light. It seems to work properly, doesn’t burn bulbs. Is there a connection between the dome and the instrument lights? Thanks
