86 240 wiring 200

Hi. I'm looking at a 86 240 wagon with major harness breakdown, from the grey plug to the alternator. The insulation has self destructed. The asking price is $100 which seems reasonable enough. It does not run. I need to find out the cost to tow it 25 miles home.

I went to see it today but it was locked. however the hood was open. 153,000 Miles. Goofy chevy? hubcaps and cheap tires. I also saw a 16 guage blue wire a ground ? hanging under the distributor. Does any body know if this should be attached to the distributor? I want to fix it on a budget and will try to replace the individual wires, as others seem to have done.

Should a find another pastime? Your thoughts please.
