A friend's 740 with cold start problems gives 3-2-1 trouble code for Cold Start Injector (valve). I measured 8 Volts at the CSI's connector while cranking cold. I installed a new battery and cleaned it's connectors, then got a 9.7 Volt reading at the CSI. Is this within spec? I believe that since I have voltage to the injector that there is a complete circuit (no radio suppressor or temp sensor problems?), and that the engine computer is reporting the code only because the CSI itself is where the circuit is broken. Should I remove it from the intake and try a spray test? Does it need to be grounded during this test?

ps- sometimes this car starts the 1st try, then won't after that. Sometimes you need to hold the pedal to the floor and it'll start (flooding??), sometimes it won't start no matter what. When I measured the 9.7 volts at the CSI, it started 4 times in a row during the test, but then wouldn't start after I reconnected the harness to the injector. Once the only way I could start it was by spraying starting fluid down the air intake hose.
