89 740 GL brake light malfunction 700

On my car and 2 others I have seen when the headlights are switched on the brakelights are also turned on. I have checked grounds and they seem to be fine and even swapped differeng lights with the same problem.

Could a faulty ignition switch be causing this problem? Sometimes I have to wiggle it to get the headlights and radio to come on?

Anyone dealt with this particular problem.
