fuse #9 blows, but not right away 700 1991

1991 740 4-door. Turn signals and power windows quit when fuse #9 blows. I replace it, the windows all work, the turn signals operate 100%. Then a mile or maybe 20 miles later, the fuse is blown again. All the lights are good, and there is no apparent damage to the wiring. Any guess as to the cause?
