Transmission Check 700 1990

I have a 1990 non-T 740GL; anyone know about what rpm you should see at 60mph if your OD is working properly- should it be around 20 to 21,000? When I checked my OD circuit, the dash light comes on and I hear the relay in the dash click, but I couldn't really tell if the solenoid switch on the transmission is actually working (I tried the park-in-a-quiet-place method someone posted a while back, but didn't hear anything from the transmission) At 60 mph, the odometer reads about 24 to 25,000; around 70, it's closer to 27,000. I can tell that I'm shifting up through the gears as I accelerate, but once at highway speed, I can't tell if the OD is on or not.

Don't know if this is a fair comparison, but my minivan runs just under 20,000 when I'm at 60+ mph.
