electric seat recline not working 900 1991

I have a '91 940 Turbo with an electric drivers seat that will not recline. All other directions are working...up, down, forward, back, tilt... but recline forward and back does not. I am 6'6" so I need to recline the seat somewhat to avoid bashing my head on the sunroof. In the summer it is not as bad because I can open the sunroof but here in upstate New York it's too cold to do that now. When I press the recline switch I hear a slight sound that sounds as if the seat may wnt to go back but nothing happens....

Also, anyone who knows how to gain more headroom is really appreciated.
