My B230F gives 3-2-1 code. I measure 9.7v at the cold start injector's harness when I crank the cold engine, yet it won't spray fuel, and neither will the junkyard part I bought.

I understand that a bad radio suppression relay can produce this trouble code in a Regina equipped car. But shouldn't the injector spray fuel if there is voltage reaching the injector???

Help please?
