Heated seats in '91 740 don't work--where do you start to fix? 700 1991

Hi! I just thought I'd try to get other projects started while waiting for parts.
The Heated seats in the 740 don't work. The switches for them light up in the console when you flip the switches but there is no heat transfer from within/under the seat?
What do I trace first? Is the element in the seat no good? Following the wires back they dissappear inder the rug. Is there a simple fuse to look for that might always be blowing--- I've replaced a few in the panel that weren't there to begin with....

I figure if the heater isn't going to give me much heat now I at least could use the heated seats function to offset that problem. And that problem is another project all together.

any ideas on this ?
