crank pulley timing setup 700

I'm redoing a 230T engine L model and I've located TDC on the camshaft (#1 lobes face up obliquely)and the dots line up, and on the crankshaft (#1 cylinder
right at the top (the keyway on the sprocket lines up with the embossed ridge on the block). The issue is that when I put the pulley on the pulley timing marks do not line up with the timing cover- not even close. It seems as if it is off around 180 degrees or so. I thought maybe the crank pulley or harmonic balancer floated or shifted but this seems unlikely, it is tight. Should I just ignore the crank marks and make new ones? The engine is out of the car and I can see things well. Any thoughts?
