No start, '91 745, no fault codes 700

Put car up on ramps to change oil and tighten up turbo to manifold...went to start car after, cranked but didn't fire....

Tach does not move at all. Where should I start? Need help. Friend seems to think I should go to engine speed sensor first. Are ther any other tests I should perform in order to pin down malfuntioning part.

What fuses can I jumper in order to get a start?
