Is there a reliable Brake Booster Test on the car? 200 1981

Another question:

I had overhauled and cleaned my Brake Booster. Yep, I took it apart and found a cracked diaphragm mount. I had a Brake Booster overhaul place put it back together. The fellow who did it said it tested fine, when he put the two halves back together.

Yesterday, I noticed with the Choke pulled out, idling at 1500 RPM, the Brake Pedal was stiff and when I applied the Brakes and released it, the RPM fluctuated. When I pushed the Choke in, though the cold engine ran somewhat roughly, the Brake Pedal seemed fine.

Thoughts?
