can an O/D relay cause late 4th shift? 200 1989

because lately it seems O/D kicks in around 50-55mph, sometimes 60mph once on the freeway. this is consistent regardless of ambient temp., maybe a slight improvement after atf is in operating temp. a few times before O/D shifted at around 43mph--the norm I hear. it's a bit annoying not getting O/D driving on local roads that have speeds of 40+mph (but not exceeding 55+mph) and not getting O/D. it's like I can feel my engine working extra hard. the orange arrow light goes on and off, so I understand this is a good indication that the relay works. is this a bad solder issue in the relay of which I've read about which could mean late 4th shifts? or is this more black and white--your relay works or it doesn't (no 4th no matter what speed)?

atf was flushed recently, I checked the kickdown cable, and based on my limited knowledge, it's not excessively loose or super tight--more on the loose, rather. I've heard of clogged solenoids, but can it cause late 4th shifts?

the time when I'm gassing up to 55mph to reach O/D kick-in kind of concerns me. I know it puts load on the engine. does it put a load on the tranny too? I know there are some who drive with no working O/D. thoughts are welcomed on this issue. thanks.
