Now for another prob. 240 winshield wipers no work 200

I have no winshield wipers, a few months ago they worked, then would only work very slowly even on high speed,now not at all. Pulled motor, after first trying to test for power to it(but I dont really know how to properly use a 12v test light)Anyway, took motor apart,one brush all broken apart and chips holding it back from making contact with stator,fixed and all now make contact and spring back O.K. Secondly,one magneto unattached from inside housing.Cleaned up and re-epoxied back in place. Put motor back together thinking allright fixed it now. NOT!!! Help! I need to know what to do (in electricity testing laymens terms PLEASE.
