'92 240 speedometer / overdrive connection?

On my wife's 1992 240 the speedometer needle suddenly will not rise higher than
40mph. It seems that at the same time the transmission won't shift into drive speed and o/d doesn't respond. Is high gear dependent on the speedometer?
