Throttle Pulleys - Spring Tension 700 1989

I removed the outer throttle pulley for auto-cruise and found that the spring inside came off the rod along with the pulley. I could hear the spring unwind as the pulley was removed; however, don't know how much it was wound on the rod.

What is the proper procedure to re-assemble the spring and pulley?

And how much tension should the spring have placed on it?
